Approximately One Week.

How long does it take to get Packet IV after DS 3032 and the AOS packet have been submitted?

12/31/11 - Got Married

01/28/12 - Entered the United States on B1/B2 Visa

03/09/12 - I-130 Sent

03/16/12 - NOA1 Received

07/25/12 - Exited the United States before six months were up

08/09/12 - Petitioning spouse visited local USCIS office to inquire about case progress

08/14/12 - NOA2 Received, I-130 Approved

08/23/12 - Petitioning spouse contacted local Congress Person on helping expedite process

08/27/12 - Case number given by NVC over the phone

09/10/12 - Received case #, IIN, BIN and DS-3032 from NVC by email

09/13/12 - Couriered DS-3032 from Pakistan

09/14/12 - AOS bill invoiced & PAID

09/17/12 - DS-3032 delivered to NVC office in NH

09/18/12 - Affidavit of Support packet delivered to NVC office in NH

09/26/12 - DS-3032 Accepted, IV Bill Received, IV Bill Paid

09/28/12 - DS-230 and Civil Documents couriered to NVC

How long does it take to get Packet IV after DS 3032 and the AOS packet have been submitted?

Immediately after you can submit payment and do so.

USCIS - CSC/LOCAL OFFICE DC

12/5/11: NOA1

4/25/12: Case Transferred to Local Office (DC) for "Additional Processing"

4/27/12: Case Received at Local Office

5/15/12: RFE (daughter's birth cert)

5/15/12: RFE Evidence Sent (never received)

8/10/12: Infopass, evidence handed to officer adjudicating case

8/13/12: NOA2

NVC

8/20/12: Case Received

8/31/12: Case #/IIN Received

8/31/12: DS3032 Sent

9/11/12: ERROR MESSAGE! biggrin.png

9/13/12: AOS and IV bill INVOICED, Made AOS and IV bill payments, Mailed AOS and IV paperwork via USPS Priority Mail

9/14/12: AOS/IV marked as PAID

9/17/12: AOS delivered

9/20/12: IV delivered

9/25/12: AOS reviewed/accepted

9/26/12: IV reviewed/accepted

9/26/12: CASE COMPLETE11/27/12: Received Interview Date

The option of paying the IV fee is not showing up online. It shows I864 as paid but for IV it's not even giving us the option to select the fee for payment and shows the amount as $0.00. Is this normal? It seems like most people can pay both at the same time.

Yes it is normal for you to not be able to pay IV for sometime. Nothing to be worried about.

Was your DS-3032 accepted? Got any acceptance email confirmation (not just the auto-reply)?

EDIT: Just noticed that you had sent the DS-3032 by mail (rather than email). Had you sent the email (from your beneficiary's email) on 08/27/2012 you would have gotten the IV fees by now.
