I'm confused, i thought the clock did not start when you sent packet 3 but started when you sent the 2001 and cover letter?

They just gave you an average time they think most people experience. It of course depends on sending the forrms, sending ds2001, when your medical results arrive at the embassy, and what date you say you plan to marry....many factors so any answer to "how long" is speculation.
