Passport book after passport card

A while ago I asked if I could file for my first passport book as a renewal after having received a stand-alone card.

Someone asked me to post when I find out. Took me a while:)

I talked to a representative just now and he said, yes, if you have a valid passport card alone and want to get a passport book it is considered a renewal. The only extra thing you have to submit is a separate note telling them that you would like to keep your card and do not need it renewed.

That totally makes sense.

It does, and that's what I thought. I would not think to attach a note about keeping the card myself though.
