So these forums are amazing and have already set me on the right track for the most part so far. I already have it narrowed down that I need to file the CR-1 Visa, I know that I am going to be sending it to the Chicago USCIS lockbox.

Question(s): Can I send the CR-1 (I-130) packet to Chicago from Italy while I am here on my passport? And can I use the address I am staying at in Italy as a current address or return address so any paperwork that needs to be sent to me comes to me in Italy? Basically will any problems come from this? I don't plan on leaving anytime soon and it would be my wife's address.

Unfortunately I can't file a DCF because I am not in a resident status. Would be nice though considering they seem to be getting approved rather quickly. Also if there are issues with me sending the CR-1 from Italy, as a back up there shouldn't be any issue with me using my address in the States and having my mother send the packet for me to the USCIS office and anything she gets back she in turns sends to me here in Italy?

Yes you can send the packet to the US while in Italy

You are not living in Italy so it is not your address, list your address in the US where you do live

Good luck
