9month past,still waiting for NOA2.is this NormaL?

We filed back i̶̲̥̅̊n̶̲̥̅̊ sept15 last year.our petitn spend 6months i̶̲̥̅̊n̶̲̥̅̊ CSC and after a service request,its has been transferred to VSC,its now ova 3month agn with VSC.all together 9month+.we have try to call,congressman has been involved.M̶̲̥̅♈ husband called agn last week and the OP said it still under additional review.meanwhile we already have a child and he has a USC passport already.what else can I do.M̶̲̥̅♈ husband is so tired.so we initially filled for K1 i̶̲̥̅̊n̶̲̥̅̊ 2010 before we got married,but I was refused because the CO think our large engegemt party looks like wedding,so he said we should goo through the marriage route.now here we are agn,....was thinking of a tourist visa at least to spend some time with M̶̲̥̅♈ husband because he can travel now due to his new job.pls help.the whole process is killing ♍ƺ.

2012-07-17 NVC Case/Invoice # Received

Petitioner: US Born Citizen (Wife)

Beneficiary: British Born Citizen (Husband)

we are in the same boat as well, approaching 8months soon.......... when you did the service request what was the reply from the request made?

The expedite was sent by 6months.there response every time is to wait.the last response we heard was that they are still onn background check onn the beneficiary.so we are i̶̲̥̅̊n̶̲̥̅̊ the waiting game still

we pray we hear something soon, we also did a service request and our reply was to wait for 60days.. the wait is sooooo frustrating and annoying but we have no choice but to wait.
