DS-160 and/or I-130 for 4 year old - does one form interfere with other

Hello,

I am a LPR living in California. My children (8 year old daughter - born in US, and 4 year old son - born in Mexico, Tijuana, only had Mexican passport) live with their mother in Mexico. At this point, I would like for my son to visit me in the US on some weekends. However, I also want to start the I-130 process.

Can I file both applications or will he not be allowed in the US once the I-130 application has been submitted? Or will he not be allowed in the US once the I-130 has been approved and we are waiting for an interview and final approval (assuming there is a difference between application submission and application approval).

I appreciate any feedback.
