Mexico DCF Interview locations?

I'm a bit confused. I am clear that our USCIS I-130 application needs to be filed at the USCIS office in Mexico City because we live in the State of Queretaro. But where will the interview appointment be held? I've been thinking all along it would be Mexico City but based on a few conversations I'm wondering if we have to go all the way to Ciudad Juarez.
