Package 3 & 4 at HCM

We just received our NOA2. I have a few questions regard to Package 3 & 4. Please take a few minutes and help me out.

Package 3:

1. It seems that as soon as HCM consulate send out the form, I can go ahead and turn in DS-2001 and DS-230 Part I? Can I just turn it in as soon as my case arrived in HCM (say about 2 weeks or so)?

2. My wife is from a rural area. It'd take her 5 hours of bus drive to SaiGon. Do you guys recommend to fax the forms/email/snail mail?

Package 4:

1. Justice Record Check: Within the past 10 years. My wife lived in SaiGon and her home town (different province). She never registered in Saigon (so ho khau). Do we need to obtain the record for both places?

2. Birth Certificates: For my wife, where can she have the birth certificate translate and/or certify?

For myself, I'm naturalized citizen. I don't have my original birth certificate issue by the Vietnamese's government anymore. I have a copy of the translate. Is is required to have the original?

3. Evidence of support (Form I-864) : Does this form need to be notarized?

Packet 3 Received : Called DOS on 07/3 and package 3 sent out. We didn't wait for the "physical" package. My fiance' mailed DS2001 and DS230 part I

out the next day via EMS. You don't have to wait for pkg3. You can download and fill it out ahead of time.

PKG 3 noyou have to wait for them to actually send pkt 3 to submit it... anything else will be a waste of time(I tried) Fax it...

PKG 4 only home town,

anyone fluent in both languages can do the translation.. the certification is just a statement saying I am fluent in both languages and this is a true and correct translation.. dated signed etc... there is a sample here somewhere..

864? you are filing a K visa right? we did I134

I meant I134 (not sure where i saw 864). Does this form need to be notarized?

One of you post on a few pages back, you mentioned calling DOS (department of states?) with a different phone number. It's not the same as NVC right? I'm a bit confused.

No need to notarize I-134 for a few years now...

DoS is the umbrella over it all, but we only call them when things are at the consulate stage since we can't call the consulate. You can call DoS to se if pkt 3 or 4 have been mailed out.

Back to package 3 question, from what I've read on a few posts. It seems that you can turn in the forms as soon as HCMC send out the package. It's nothing more than just instruction and form DS-2001 and DS-230 Part I, correct? The reason I'm asking for this because my wife lives in a rural area. There isn't any house number yet. For me, sending regular mail to her is a miss and hit. Unless you're from HCMC or Hanoi, mailing system in VN is terrible.

for pkt 3 its just that simple those forms.. and you can fax them once DoS says that pkt 3 has been sent to her...
