Need Police Certificate from Iraq

Hello and Happy Mother's Day to all you Mothers. I need some advice. My husband is Jordanian and lives in Jordan Valley. He has interview scheduled for his visa on June 3, 2012 at U. S. Embassy in Jordan. He attended Mosal University from 2001 to 2003 but then transferred back to Jordan and finished his college degree at Al Yarmouk University in Jordan. The U. S. Embassy told my husband that he needs to get a Police Certificate from Iraq because he lived there from 2001 to 2003 while he attended the university there. He went to the Iraqi Embassy in Jordan to ask them for help with this certificate. They told him they cannot help him with obtaining this Police Certificate because he is not Iraqi. How can he get this Police Certificate without going to Iraq himself? Does anyone have any suggestions? We are running out of time to resolve this issue. Please help us.
