Timeline

Ask him to google passport seva kendra and check on their website if his city has a psk. If there is one, then he can apply online and fix up an appointment. And I refuse to believe that they ask for a bribe. It costs Rs 500 and you get two certificates as well as a stamp on your passport.

Thanks so much for the links. Do you happen to know.... can the PCC be obtained at the same time as a new passport (assuming he brings along the unexpired old one with him)? I think Ghaziabad is the closest office to his city (which is still several hours train ride away). So I don't want to have him take a day off (which is very hard for him) unless it is necessary. So if both things can be done the same day that would be best...so it is only 1 day off rather than 2 days (one day for passport re-issuance, and the next trip for the PCC). If you don't know it's okay - no problem. I was just wondering.

Hmm... my husband was issued his previous passport in Ghaziabad. However, that's totally out of the way, as he has no other reason to go there. On the other hand, there IS also a passport seva office in Chandigarh. He is going to Chandigarh in a few weeks for taking his mom for some medical care, and is already taking a leave of work for that day. So I wonder if he can stop by the passport office at the time to obtain both a new passport and PCC (if doing all that at once is possible). Both of these passport offices are in his state of Uttar Pradesh. So I wonder if it would be fine to go to either or them, or if he has no choice but to go to Ghaziabad.

Did you register your marriage under Special Act or Hindu Marriage Act?

As per OP's timeline she stayed only 10days in India during wedding time. Within 10days It is possible to be married only under Hindu Marriage act as I believe. Special Marriage act requires 30 days minimum notice period.

@rkk1 Your husband cannot just go to any PSK. He has to go to one in his city of residence. If his city does not have a PSK, then he doesn't have a choice but to go via the passport office. As for reissuance of passport, if he's getting his passport reissued/renewed, then along with that he can apply for PCC.

You need to understand that every time a person gets his/her passport reissued/renewed, the passport office gets the local police to do a background check on the person. This information is then stored in the passport office's database under the respective passport number. It's based on this report that the passport office issues you a PCC.

I downloaded the packet 4 for Mumbai Consulate, and here is what i am finding:

Immigrant Visa Fee is $330 Processing Fee and $74 Surcharge Fee. The total of $404 for each applicant.

The fees must be paid through a rupee bank draft drawn on a nationalized or foreign bank. The bank drafts must be issued in the name of “The American Consulate General, Mumbai” and should be payable in Mumbai.

However, I have already paid for the immigrant Visa Application Fee (The IV fee to NVC). Do I still need to pay the above fee to Mumbai consulate, or am I good on my payments here?

WRONG. The new IV fee is $230. No surcharge involved. The new fee came into effect on 04/16/2012. You do not have to pay it again. The bank draft mentioned is for the K1 applicants only, where the beneficiary has to pay the visa fee through a bank draft at the consulate on the day of the interview.
