Please I was just wondering what is the difference between packet 3 and packet 4. What is included in packet 3 and packet 3? When and where do you send these packets? Thanks.

The packets are more relevant to fiancee visas than IR-1/CR-1. You should look at the NVC guide on this site and posts by Saylin that will tell you what you need to submit to the National Visa Center once your I-130 is approved.
