On DS 230 (Part 1), Question 34 Previous Military Service Yes or No

My Ukrainian fiance received her Nursing diploma through a medical college in Ukraine. She states that all healthcare graduates automatically become members of the Ukrainian Reserve Army and may be called in time of war. She never served on active duty in the Army since she graduated in 1993. What should she answer to this question? Yes or No ? Is reserve only duty considered previous military service? I would appreciate your responses as soon as possible....
