I was recently reading responses to someone else's question about obtaining a birth certificate. Now, I am very confused. When and where my husband was born, the community was not well developed and he was born in his family's home. There was no birth certificate issued. How does he go about getting a birth certificate? Does he need to go to the local government first and get a record and THEN go to the national population commission? Does he go straight to the national population commission? Also, what kind of documentation will he need? I read somewhere on here that sworn affidavits from the mother and father are needed? His father has been deceased since he was 5, so one from his father is not possible. Any help would be appreciated. Thanks in advance!

Have your husband go to his Local Govt and get a birth Certificate. If he was born during the civil war then the National Population commission will only issue him a birth attestation certificate which is only good enough for the embassy stage. You will need the long form version which will be required for the rest of the process in the US. I hope i didn't confuse u guys the more. So, the Local govt is your one stop shop to sort this
