Hello,

Fiancee had her embassy interview on january 17th, at philippine embassy in manila. Things all went well, then at the end instead of hearing congrats ur approved, she was was asked to go to the NSO to resubmit her cenomar, and birth certifacate.. When she got there, she filled out forms, paid fees, and was told to wait 3 days and call back the NSO. she called and they told her the consulate had recieved the forms. So what now? they kept her passport, so is this a good thing? On the embassy website we found a number to call and when she did it was just always busy.. so my question is? why did they ask for this? She said about 20 other girls had to do this also.. Another lady at embassy said this was being done cause of a paperwork scam by filipinas..?? So has she gotten a visa? how long should we wait till we should worry? should she keep trying to call? is there another way to find out if she got one? Just wondering why the new procedure? thanks so much, jamie

You need to contact Manila USEM and inquire if they have receive documents

they kept her passport, so is this a good thing?

That is a good thing. That mean they are waiting for the paperwork and will issue the visa.

On the embassy website we found a number to call and when she did it was just always busy.. so my question is? why did they ask for this? She said about 20 other girls had to do this also.. Another lady at embassy said this was being done cause of a paperwork scam by filipinas..??

Yea the USEM Manila stays busy or nobody picks up. You have to keep calling until someone does pick. Been there done that craziness!! No sure about why they had her and other get new documents. It could be that they were receiving fake documents and put up the red flag. They then order for all person to get newly issues Cenomar and Birth Certificates. Remember this is the USEM and they don't want to get caught out there letting someone immigrant under false pretenses with fake documents.

So has she gotten a visa? how long should we wait till we should worry? should she keep trying to call? is there another way to find out if she got one? Just wondering why the new procedure? thanks so much, jamie

Mostly she is approved but just needs those renewed documents. As long as she did not receive a 221G form then she is good to go. Keep calling.

hello.i will have my interview on jan.30 at us embassy manila.i just want to ask how old was your fiancee's CENOMAR when she showed it to the interviewer? was it more than 6 months ago?thanks.

No, her documents were all less then a week old, we timed it so everything would be current. she told me that every girl in front of her had to go to nso to do this.. keep thinking that it was because a friend told me 2 filipinas were caught trying to pass off fake documents. one girl was impersonating her sister.

Thanks so much for the info... Not sure if she was given a 221g form or not, will ask. Her english isnt that great, she had to have a interpter help during consular interview, hope that didnt throw up a red flag. The consular seemed interested alot about how we talked.(she assured him we chat everyday) But the embassy recieved the new forms on friday jan, 20th 2012. Office was closed monday for holiday.. A friend who works for the immigration office said 2 filipinas week before were caught passing off fake documents. 1 filipina was trying to be her sister..( she was arrested before, but sister was clean) .. The nso office even had a special line labeled for people coming from embassy to resubmit these documents. All my fiance told me was that the consular said " you need to go to NSO to resubmit ur cenomar, and birth cert. after we recieve them we will release ur visa" so... guess once again i play the waiting game. thanks jamie & lea

Wally,

Fiancee didnt get a 221(g) form. just a slip telling her how to resubmit nso documents to embassy. she called 2go service today, and her name wasnt with the list of releases. but they told her the list is updated everyday at 4pm, tried using the tracking service, it says it needs a 9 digit number... and mnl case number is 10 numbers.. so??? well i will try to figure out somehow to keep my mind from thinking the worst.. just somehow wish she had been told a yes. wonder how long this should take? only been 3 days since embassy got the cenomar and b/c they asked for.. so maybe next week, but how long should we wait before we need to worry? thanks. jamie

Keep calling 2go. It take 2 - 3 days for Manila USEM to send it to 2GO. Don't worry you must likely have the passport and visa by next week. As for the MNL number will show as invalid until 2GO get the passport and visa. then they need to update in there tracking system. We got the same invalid number. If that does not work always call 2GO for an update.

Wally, so 12 days have passed since the embassy received the documents they requested, and still no visa.. when should i start to worry? just how long do we wait? the noa#2 has a expire date on it, and that is coming next month.., I just really dont understand this new process or whatever it is, i called my immigration lawyer, and he said many of his other clients are calling asking about the same thing.. he inquired to the embassy about this.. and he was told nothing.. SO WHAT IS GOING ON? Has anyone on this site heard of this? what is the waiting time frame till she should get a visa? is there anyway to get a update on her case status? just lost, and confused about what is going on.. and how long i should wait till i should worry... thanks jamie

Still waiting for my wife's visa, and I share Jamie's frustration with this entire process. This is absolutely appalling and very very frustrating. I am absolutely crystal clear sure that the US Embassy web page listed document requirements contains wording that is very confusing and misleading for people already married, and my attorney agrees.

This CENOMAR vs. CENMAR vs. Adivsory of Marriage vs. {fill in the blank ludicrous acronym} is like a bad Monty Python skit and would be so funny if it weren't so sad in terms of the toll it takes in lost time and rescheduling/planning updates. My wife and I were married in the Philippines, we have a Marriage License. To get that we had to get a CENOMAR. To get the CENOMAR we had to file it at the NSO - exactly where we were told to GO BACK TO to get it, again (but wait, that's not really what they want, I read, they want the Advisory of Marriage, which they will get defacto as a result of the CENOMAR being an illogical document for a married couple).

At the very least, they should update their web page to put clear wording there, because right now it says:

"12. CERTIFICATE OF NO MARRIAGE RECORD (CENOMAR). If you have never contracted marriage, a CENOMAR (Singleness) issued by the National Statistics Office (NSO) and printed on NSO security paper should be submitted. You may call the NSO Information Center at (632) 737-1111 to inquire on securing a CENOMAR or visit their website at http://www.census.gov.ph. "

"If you have never contracted marraige"...well, we did contract marriage, which is why we didn't bring the CENOMAR. I plan to lodge a formal complaint with the right parties at the DoS and also with my local Congressman. Maybe it's a waste of time but someone needs to take the human element seriously here.
