Hi. I am a Filipino Citizen working in Saudi Arabia. My boyfriend wants to petition me under K1 visa. I want to find out if it is possible to process the K1 visa here at the US embassy Riyadh or i have to go back to my own country.

Your kind assistance will be highly appreciated. Thanks in advance

The embassy where you work should have representatives from the Philippines. Check with the embassy there first.

My fiance is a colombian citizen, and we are doing the K1 process, he is currently living in Costa Rica. There should not be a problem. We DID have to get all the same papers, (single certificate, police record, etc) from his home country as well, so double the work in that area. I think there is a problem if you are in that country illegaly, but I could be wrong on that. Call your embassy, and USCIS before anything.
