Our case was entered into the system 7/21. We have case number and IIN. My wife sent 3032 email today. Is it too soon? If yes how do we know when it can be sent. If not we just wait for email response from them?

Our is exactly the same situation. We sent our DS-3032. We could logon to the system on 7/22 but there wer barely any details there. Now we can't access the system, as they yet to update all the cases with the full details. I just talked to them, as we needed a change in the US consulate (they made wrong assignment) and got to know that it will take another week before the details will all be entered into their system. But try logging daily, you never know.

i have the same situation, i got my IIN and i sent ds3032 on thursday 20/7/2011 still no reply and am trying to sign in the system to pay online , it appears the same msg sign in failed............is not eligible,, do u know when it will eligible,, when they approve ds3032?

First they haven't yet entered full details of the cases into their system - they are doing to one by one. Then they will have to approve DS-3032 and update the system with those details. They told me another 7 - 10 days. But please check daily, you never know.

I got lucky that I have to go to my wife's country for work in beginning of September. Sweeet!

We received the principal applicant's DS-3032 (Choice of Address and Agent) form designating an address and agent. Instructions for paying the immigrant visa application processing fee and all future correspondence will be sent to the agent at the address selected on the DS-3032.

A packet containing the Affidavit of Support Processing Fee Bill Invoice was sent to the petitioner or attorney of record for this case. The fee must be received before the petition can be processed further.

To make a payment go to www.immigrantvisas.state.gov, click the “Pay the Affidavit of Support processing fee” link and follow the instructions to submit the fee using the Immigrant Visa Invoice Payment Center. To make a payment you will need the following information, which is included on the fee bill invoice:

Once the payment is received and processed, you will be given instructions on how to download the instruction packets and the appropriate forms online. You will need to mail the appropriate forms to the NVC in order to complete your immigrant visa processing.

If you got an email with instructions to pay, then your case has been entered fully into their system. However it takes 2 - 3 days for the AOS fee bill to be available to pay online. So call them and get the issue resolved.

Once DS-3032 is approved and entered into the system - after 2 days the IV fee bill will be available for payment.
