Does anyone know the reasoning by the apparent high variety in the length of time needed for Juarez to get out the visa to DHL?

Some its the next afternoon, others a week. I know visas can be put into AP, or AP lite but shouldn't some notice be given at the time of approval?

Me too, I want to know where those numbers came from, and what determines the difference.
