Many embassies have a facility on their grounds for getting pictures taken--check in the embassy section at the top of this page, or give them a call or email. If yours is one of them--where are you by the way--it is really cheap and certainly convenient.

I know in India it's dirt cheap to get U.S. passport sized photos taken. I'd just get a full sheet and save it. I have a full sheet of mine and my wife's passport photos. Really nice and convenient to have.
