Sending a copy of my Visa to UPS

So, I've spoken with UPS on many occasions, from before pick-up, to pick-up, to current point where my items are being held in Plattsburgh for import. As I know from this site, I need to send a copy of my Visa to them that will allow my belongings to enter the US duty-free. Well no one at UPS seems to know what they're doing. The nice gent who picked up my stuff didn't even have American waybills on him despite the fact that I asked for them in advance and that I told them I was moving to the US from Canada when I scheduled the pick-up.

I was on hold for 15 minutes and then hung up on, and I've been transferred from one dept to another. All I want is the number or fax so that I can send in my visa and get my stuff moving. Has anyone done this already? Can you point me in the right direction?

Anyone else experienced this?
