What goes with the DS-230 packet for IR5 petition to my mom? Would you guys please help me?

I saw a lot of DS-230 checklist online but a lot of them are for spouse & fiancee...

My mom is in the Philippines does NBI clearance good enough? or does she still need to get police clearance?
