Timeline

Your fiance should have the receipt from the post office, if he sent it registered. Then he can check with the post office if it´s been delivered.

If he doesn´t have it, he better call or e-mail the NVC and see if they got your application or if they misplaced it.

I'm filing with nebraska, and I got my NOA1 in about a week after sending the visa application.

Did your fiance send it via Fed Ex or registered mail, so that he can track whether it was delivered?

Attached to most money orders is a reciept portion, with information about the transaction and a number he could call to find out if the money order had been cashed.

I agree with just about everyone else here who has suggested calling the NSC. If it's not been recieved, and is lost in the mail, you may need to re-submit the application. This is one of the reasons we send only copies of everything and not originals. It's also one of the reasons you should make two copies of everything (including the check or MO)

It depends on the company that issued the money order, but most wont give a refund if the money order is reported lost, but it may be worth calling that company to find out.
