What do you mean by "Visa agencies"? Do you mean USCIS or DOS (NVC and/or US Consulate)?

USCIS and DOS will accept a translation done by anyone that is fluent in both, could be a friend or someone you know, they would then "Certify" the translation by signing it.

Example for USCIS:

Please submit certified translations for all foreign language documents. The translator must certify that s/he is competent to translate and that the translation is accurate.

The certification format should include the certifier's name, signature, address, and date of certification. A suggested format is:

Certification by Translator

I [typed name], certify that I am fluent (conversant) in the English and ________ languages, and that the above/attached document is an accurate translation of the document attached entitled ______________________________.

Signature_________________________________

Translation Requirements

All documents not written in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations. The translation must include a statement signed by the translator stating that the:

[*] Translation is accurate, and

[*] Translator is competent to translate.
