Mexican Boy, 12, Wanted in Gruesome Cartel Killings

A sadistic drug-gang hitman is wanted for carrying out a series of horrific killings in Mexico -- and he's only 12 years old.

The boy -- known only as El Ponchis, or The Cloak -- is suspected to be the paid executioner for a cartel locked in a war for control of the lucrative cocaine trade. He is believed to have tortured and slaughtered dozens of gangland enemies.

The boy's trademark murders involve slitting the throats of victims with a deep cutting technique known as Degollar, which leaves the head hanging by a thread, and grisly videos circulating on the Internet show victims having their throats slashed.

Another clip shows him battering a man with a club bearing the initials SPC, short for South Pacific Drug Cartel.

The youthful killer, whose name is not known, was picked for his psychopathic brutality and child-like devotion to gang bosses. He works with a group of women called the Chavelas, believed by some to be his sisters.

"We understand El Ponchis works under the command of Julio Jesus Radilla, a drugs head in the State of Morelos," a Mexican army spokesman said. "El Ponchis, who is active in the town of Jiutepec, was identified during an investigation as the paid executioner of Radilla's enemies."

The SPC is allied with another cartel called The Zetas to fight for control of cocaine supply routes.

Mexican Cartel Violence is out of control!

God Bless ANYONE who needs to go to CDJ for an Embassy Interview.

For crying out loud, why don't they change the location of the USCIS interviews to a more sane, and safer location?!

I went their for 2 weeks vacay in 2008, shortly after they moved the Mexican army into the city to help combat the violence. It's a large city (about 1.5 million people) and we walked around and rode the buses and went downtown, etc. I didn't notice anything fishy or see anything unusual. There were Mexican soldiers posted up very deep on a few corners. If you watch the news people get killed everyday there but IMO it is still very safe to live or visit (in most parts).

I was even thinking of going to school there for 6 months in the fall of 2008, and I spoke with a few people from the university and they all said the same thing when I asked if it was dangerous: NO!!! But the stats which are often horrific will lead you to believe otherwise.

Like maybe Chicago? Where the mayor brought in the National Guard to combat drug violence. Yeah, that's it.

Guess what? The vast majority of people in Juaraz have no clue of the violence except what they see on TV. It has virtually zero effect on normal everyday people who are NOT involved in the drug trade. Your chances of being struck by lightning are higher, even in Juarez.

The 12 year old in the story will likely not see age 13, but then I doubt he will be applying for any visas at the US consulate either.

Nope, that is not it. Chicago, unlike Ciudad Juarez, does not have a Scary Travel Warning. A WARNING, mind you. Not a light and fluffy travel advisory.

BOING!

Who gives travel warnings? Could they be biased? Maybe? During the first part of this year Chicago was far exceeding the death rate in the war zones. No travel warning? Hmmm.

The people going to Juarez for interviews will be just fine. I would not hesitate to go there for one moment if I had a reason to. Wouldn't even give it a second thought.

The facts are that over 6,000 people in just Ciudad Juarez alone in the past 3 years have been killed due to drug cartel violence. This place has been dubbed the most violent City in the world. In addition there have been multiple times that the consulate has been under attack where consulate workers and immigrants have been killed. You should look up the articles to see for yourself. I also have a friend who used to work in the consulate there who fled the city due to so much violence. This place is hell on earth and it's no joke.

You're right, Champ. There is no good reason to fear having a lovely young fiancee strolling the streets of CDJ when she goes to the Embassy for her interview.

ps, It really doesn't matter who writes travel warnings, when facts are facts. I guess we could try to write the "Unbiased Version" of the State Dep't.Travel Warning next time, and give potential tourists the "Light and Fluffy", "Kinder and Gentler" face of CDJ, like saying there are white-glove wearing assassins who kill with a smile and have minty fresh breath.

With facts like these, people with good judgement and who care about their lady down there stand up and take notice and don't have a blaise, cavalier attitude about it. Good Luck with that....Good looking out.

And now, here are a few samples from the "Biased" Travel Warning:

______

"Since 2006, large firefights have taken place in towns and cities in many parts of Mexico, often in broad daylight on streets and other public venues. Such firefights have occurred mostly in northern Mexico, including Ciudad Juarez"

"According to published reports, 22,700 people have been killed in narcotics-related violence since 2006."

"The situation in the state of Chihuahua, specifically Ciudad Juarez, is of special concern. Mexican authorities report that more than 2,600 people were killed in Ciudad Juarez in 2009. Three persons associated with the Consulate General were murdered in March, 2010. U.S. citizens should defer unnecessary travel to Ciudad Juarez and to the Guadalupe Bravo area southeast of Ciudad Juarez."

"U.S. citizens applying for passports or requesting other fee-based services from consulates or the Embassy are encouraged to make arrangements to pay for those services using a non-cash method. U.S. citizens should be alert for credit card fraud, especially outside major commercial establishments."

"American employees of the U.S. Embassy are prohibited from hailing taxis on the street in Mexico City because of frequent robberies. American citizens are urged to only use taxis associated with the organized taxi stands ("sitios") that are common throughout Mexico."

"U.S. citizens should be alert to pickpockets and general street crime throughout Mexico, but especially in large cities. Between FY 2006 and FY 2009 the number of U.S. passports reported stolen in Mexico rose from 184 to 288."
