I filed my K1 Visa back in August and I was hoping to have it approved by November but it doesn't look like this is going to happen.

My Fiancee lives in Sudan which is currently a sanctioned country and has a host of issues going on right now. There's a vote coming up in January to decide if the South will secede and it is largely unknown what will happen after the vote, a lot of people who suspect a return of violence (civil war) depending on the turnout of the vote and the country has a lot of pressure to honor the results (but I'm not so sure this will happen considering the results of the presidential election earlier this year). For more info check Wikipedia.

A lot of people in Sudan who work for NGOs are very paranoid about the upcoming vote, in fact one of my friends canceled her wedding because as she said "It's not safe" and her fiance lives in China.

Would this be a valid reason to request expediting our K1 visa? Looking at the Criteria it might fall under Humanitarian but it's a little fuzzy as I know if it doesn't count as it right now it will in January.

I know many people who have left the country because it was not stable including my parents, how can I convince USCIS that they need to expedite our application?

You can ask. It will not be granted. K-1s are NOT ELIGIBLE for expedites. K-1s ARE expedited, check out the wait times for other types of visas...measured in years. USCIS will occasionally make an exception (note: an "exception" to the rule against expedites is not the same as "a reason to expedite") for US citizen military servicemen about to be deployed to combat areas and for almost NO other reason. I have never heard of a K-1 being expedited for the benefit of the foreign person. That she is from an unstable is not a reason to expedite a fiancee visa.
