I-130 transfer to TSC for bachground check????

My wife has filed I-130 for her mom four months ago at chicago lockbox. this case was sent to california service center originally. now, my wife has received an email that says: ..... transferred this case I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN to our TEXAS SERVICE CENTER location for processing and ....... During this step, USCIS initiates the background checks of the applicant/petitioner and identifies issues that may need to be addressed either ......

does anybody knows what is background check for I-130? and how long does it take? does anybody have similar experience? please share your experience.

06/16/10: I-130 mailed for both parents | 06/25/10: MIL (mother-in-law)

06/18/10: Packet delivered | 06/28/10: MIL

06/25/10: Checks cashed | 07/06/10: MIL

06/28/10: NOA1 received | 07/09/10: MIL

11/10/10: I-30 approved for parents | 01/13/11: MIL

11/23/10: Case Number assigned | 02/18/11: MIL

11/25/10: Rcvd email for AOS and DS-3032 | 02/23/11: MIL

11/27/10: Paid AOS for both parents | 02/23/11: MIL

12/07/10: Rcvd IV Fee Bill Email and Paid $404 for each parent | 03/03/11: MIL

12/21/10: Mailed DS-230 Documents both Sets to NVC | 03/04/11: MIL

12/21/10: I -864 Entered into NVC System | 03/17/11: MIL

12/23/10: DS-230 Received by NVC | 03/07/11: MIL

01/12/11: LOGIN Failed | 04/13/11: MIL

01/13/11: CASE COMPLETED | 04/14/11: MIL
