Mi mother is a LPR and she made a petition for my sister (13 years) in march, she enter LEGALLY when she was 2 years old in 1999. but she overstay.

Her petition has been APPROVED, a month ago.

The approval notice said:

"The above petition has been approved. The petition indicates that the person for whom you are petitioning is in the United States and will apply for adjustment of status. The evidence indicates that he or she is not eligible to file an adjust of status application. This determination is based on the information submitted with the petition and any relating files. If the person for whom you are petitioning believes that he or she is eligible for adjustment of status, then he or she should contact the local INS office for more information.

Because the person for whom you are petitioning is not eligible to adjust, we have sent the approved petition to the Department of State National Visa Center. NVC processes all approved immigrant visa which consular post is the appropriate consulate to complete the visa processing. NVC will then forward the approved petition to the consulate. "

We just received the package from NVC

I would like to know what are the next steps, about NVC (how it works)

How long the process takes?, there is a timeline? (WE ARE FROM ECUADOR)

My sister will have to leave the country to get the visa o GC? if yes for how long? Will she get any answer from NVC?
