Hopefully, someone can answer my question. My fiance passed the embassy interview. The embassy rep told her "you passed". But she was told to bring the I-864 ( one for me and one for my sponsor, even though I submitted two I-134's with all pertinent documentation ). Is this standard procedure? and should we worry that they may change their mind?

No, it's not standard procedure. In fact, section 40.41 of the Foreign Affairs Manual specifically says that fiancee visa applicants are not authorized to use an I-864, and the consular officer may only require an I-134 from them. Even so, the Foreign Affairs Manual is policy - not law.

More and more consulates seem to be asking for this. I haven't seen any specific guidance to consulates that would override FAM section 40.41, but they seem to be doing it. You may as well give them what they ask for.
