Nope, we really are considering to relocate in Mexico. This has nothing to do whether it will speed up the process or not. We just want to avoid the complication of having the interview in Manila and flying back and forth Mexico. This is because even if we get an interview for K-1, it does not guarantee us that the visa will be issued. We still have a pending I-212 petition which will most likely delay the issuance of a visa. In short, we want to do this to be together earlier without affecting our pending petitions.

Ciudad Juarez doesn't give K1 interview dates. They send the fiance packet to the fiance's address in Mexico as well as the USC's address in the US. Then, when the fiance has all of the necessary documents, medical, fees paid, etc. they go to the consulate M-F between 8-10am.

Seems like an interesting option especially since I imagine you will have to refile the 212 again and approval rates are much higher there than in Manila. But I would question your lawyer regarding how your temporary residence in Mexico might impact your chances of 212 approval since the waiver hardships are most commonly based on why the USC cannot relocate to the country of the fiance - in your case, what country would that be - PI or MX? Just a thought.
