My mom petition my sister for I130 case, but after a couple of years my sister had 1 child as a single parent, should we file for a separate petition for my niece or just wait until my sister gets her notice from nvc? and does it require that my niece last name should be the same with my sister or she can have her father's last name. thanks a lot.God bless
