I don't think any law on gun ownership would have made any difference in instances of this nature. Some people given the right set of circumstances react in this way - fortunately for the general population this is a very rare happenstance, it is tragic and baffling. I expect the only way to prevent such things is to work at understanding the triggers that set people off and try to look out for and head off such events, but, these are teeny needles in enourmous haystacks a lot of the time. No one who knew him regarded him as dangerous, presumably not even his twin brother who he seems to have killed first - although I'm not certain of that.

It's Cumbria which is for the UK a large rather underpopulated area, the roads are narrow and winding, and there were 30 crime scenes, all requiring attention while normal police activities still had to take place - the police did the best they could in the circumstances - which were incredibly difficult. No one expects people to be going around taking pot shots at random and targeted people - it's not something that happens so why should anyone have been prepared to deal with such a peculiar but terrible series of events?
