Possible to talk to a NVC supervisor or case worker?

Hi there I hope someone can help.

We have been at NVC since early March. My wife and I returned a checklist letter response to NVC. We submitted a new long version Birth Certificate a new Brazil Federal Police Certificate that my wife did online as advised per NVC instructions for Brazil. We also submitted a new State Police Certificate as advised per NVC operator.

My question is if they have a problem with our new documents and the person reviewing our documents are in the wrong how can we fix the problem? Can the petitioner speak to a supervisor or case worker? Does anyone know what process NVC has in place to resolve disputes of documents validity? One reason I am asking is that NVC said the initial Federal Report We initially submitted was wrong but NVC gave no specific reason. We know it was correct because I e-mailed the Immigration department at The American Consulate in Rio de Janiero Brazil. They reviewed my wife’s attached Federal Police Report that we had submitted to NVC and told me that apparently there is nothing wrong with the Federal Report we initially submitted to NVC. This has me worried if NVC is telling me documents are incorrect when in fact they are not and not even giving a specific reason.

P.S. I asked The American consulate if they could contact NVC regarding our case and advise NVC that we indeed gave them the correct Federal Police Report. The Consulates response was to take it up with DHS. I feel like I am just getting the run around  if you call the Immigration Department to talk to them during the correct scheduled time you can’t speak to anyone but an operator and if they transfer you to an immigration officer the call goes to a voice mail that is full. I am very disappointed with the system in place that is supposed to help American Citizens.

I-130 NOA1 - 05th Nov, 2009
I-130 NOA2 - 10th February, 2010 Yay!!!!

NVC Journey:
02-16-2010: NVC Case # Assigned
03-31-2010: Case Complete!!
04-12-2010: Interview date assigned by NVC.
05-11-2010: Medical appointment in Rio

05-13-2010: Interview in Rio - APPROVED!!!

06-02-2010: POE in Washington DC - Finally home!

July 30, 2010 - Received the Green Card after receiving 4 welcome letters! USCIS see ya later!

2 YEARS LATER......

03-02-2012: Elegible to lift conditions
06-02-2012: Temporary GC expires

12-20-2012: Permanent GC received

6 MONTHS LATER......

06/03/2013: n400 Filled

10/22/2013: Citizenship test and oath ceremony
