there certainly is scanners in most cafe in Philippines. With regards of sending regular mail, it may take longer before you receive it..maybe a month. With me and my husband before, we sent important documents through FedEx. I tried sending cards from Cebu, Philippines to US through LBC courier, it was 1,000 Pesos and if I remember it right, it was a 5-8 business days with tracking# and this was way back 2005. Not sure anymore how much would it cost right now.

Goodluck :)

I like banging the DHL drum just because they have actual DHL employees in the Phils. It's about 30 bucks to send a 1 or 2 document package (3 day service) from Tacloban to Wichita, KS

It depends on how much weight the package is. We used to pay 1,800-3,200 pesos to send the documents to USA, but it was from Leyte so I would guess that yours will be cheaper.
