Hey. Need some input, if possible.

A friend of mine has recently told me that he plans on visiting the United States this year. He's apparently been saving/planning for a while, and intends on staying the max for the Visa Waver Program (approx. 90 days). He plans on visiting a number of friends in various states and asked if he could stop by while he's in the country. He's also been asking me a lot about the VWP and immigration and I've been trying to help him make sure he has everything lined up so that he can justify his stay if he gets questioned at border control. However, I thought of something today:

When he arrives, I know he has to list the first place he plans on staying on the VWP form at POE. My question is: Does he have to report/file anything about subsequent address locations while he is visiting? Some sites seem to suggest that the AR-11 should be used for visitors. Is this the case? Would he have to file it each time he changed locations on his visit?

If you friend is from the Netherlands he only needs to fill out the first address which he will stay at (which can be a hotel) at the border. He does not need to fill out the AR-11 during any time of his stay since he won't live here but is just travelling. Having a return ticket (unlikely he doesn't since one ways to the US are not sold anymore) can help if he gets questioned. They probably ask him what he's going to do in the USA, but if he answers travelling and visiting friends won't give him any problems.
