Black Caucus: Whites Not Allowed

As a white liberal running in a majority African American district, Tennessee Democrat Stephen I. Cohen made a novel pledge on the campaign trail last year: If elected, he would seek to become the first white member of the Congressional Black Caucus.

Now that he's a freshman in Congress, Cohen has changed his plans. He said he has dropped his bid after several current and former caucus members made it clear to him that whites need not apply.

"I think they're real happy I'm not going to join," said Cohen, who succeeded Rep. Harold Ford, D-Tenn., in the Memphis district. "It's their caucus and they do things their way. You don't force your way in. You need to be invited."

Cohen said he became convinced that joining the caucus would be "a social faux pas" after seeing news reports that former Rep. William Lacy Clay Sr., D-Mo., a co-founder of the caucus, had circulated a memo telling members it was "critical" that the group remain "exclusively African-American."

Other members, including the new chairwoman, Rep. Carolyn Cheeks Kilpatrick, D-Mich., and Clay's son, Rep. William Lacy Clay, D-Mo., agreed.

"Mr. Cohen asked for admission, and he got his answer. ... It's time to move on," the younger Clay said. "It's an unwritten rule. It's understood. It's clear."

The bylaws of the caucus do not make race a prerequisite for membership, a House aide said, but no non-black member has ever joined.

Rep. Pete Stark, D-Calif., who is white, tried in 1975 when he was a sophomore representative and the group was only six years old.

"Half my Democratic constituents were African American. I felt we had interests in common as far as helping people in poverty," Stark said. "They had a vote, and I lost. They said the issue was that I was white, and they felt it was important that the group be limited to African Americans."

Cohen remains hopeful, though, that he can forge relationships with black members in other ways.

"When I saw the reticence, I didn't want anyone to misunderstand my motives. Politically, it was the right thing to do," he said. "There are other ways to gain fellowship with people I respect."

Cohen won his seat in the 60 percent black district as the only white candidate in a crowded primary field. If he faces a primary challenge next year from a black candidate, as expected, some Black Caucus members may work to defeat him.

A similar situation arose in 2004 after redistricting added more black voters to the Houston district of former Rep. Chris Bell, D-Texas.

Although House tradition discourages members of the same party from working against each other, about a dozen black lawmakers contributed to Bell's opponent, Rep. Al Green, D-Texas, the eventual victor. Even Bell's Houston neighbor, Rep. Sheila Jackson Lee, D-Texas, campaigned against him.

One black member who criticized his colleagues for sandbagging Bell was Cohen's predecessor, Harold Ford.

"You have an incumbent, and you don't support an incumbent? It was inappropriate," Ford told Congressional Quarterly in 2004.

Cohen has won high marks for hiring African Americans. A majority of his staff is African American, he said, including his chief of staff.

"The fact that we are here today to debate raising America’s debt limit is a sign of leadership failure. It is a sign that the U.S. Government can’t pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government’s reckless fiscal policies."

What are you on? Styles of play are interesting, and there is nothing wrong with deciding you want to revert to 'original rule' play, if that's what you want to do. However, this isn't simply a question of changing the game rules but excluding a section of society becase in your opinion they are culturally unable to play by those rules. That's bullshit and you know it.

Chill out, MC. I'm not arguing in favor of segregation. I merely was pointing out the history of how the game play has changed...for the better. Apparently, there's some real old timers out there, or just racists, who resent black player's contribution to the game of basketball. To them, I'd suggest going back to its purest form, using only a bushel basket hoisted onto the top of pole.

RACISM in this country is extremely terrible....Advanced country, yet majority of the people here particularly whites still have backward thinking...Advanced into technologies, etc. BUT socially uncivilized....Geeez , what a shame...Until this time they can't still accept mixed race ....I better just moved to other State where there is highly populated mixed race because of their social civility coz State with lack of racial mix population looked down of non-americans....

You're pretty unlucky as there no non-Americans or racially mixed couples on this forum to ever experience racism here.

Good luck in finding another state where those problems don't follow you and look up the polls/U.S. Census figures on interracial couples.

Somewhere in Ohio, where most people here in my location can't accept the fact of having a black Pres...that's the bad thing of living in a non-major city which is mostly populated by whites....Well, Ohio is in the middle of somewhere anyway if u look at the map, so what do u expect, it's not even a popular state....Duh ! lol....I really hate living this State because it's very less diverse...major cities like Cleveland, columbus, & Cincinnati are very okay because of plenty of racial mixed but elsewhere Geezzzz...old folks backward thinking...Although Obama won in this State but it doesn't mean it is a highly mixed race unlike in big major cities in other States in US...Sooner or later, time will come we can get out from this State (my USC doesnt like it here too) but right now it's not a wise decision to move out because of the ill economy....

I agree, nothing wrong with playing a game in its purest form, if that's your pecadillo, but not based on some spurious notion that only white people know how to behave in a civilized manner.

Of course, I haven't said anywhere that this guy should be barred from making his "Whites only" basketball league. He has the right to do what he wants - but we can place bets on how successful it won't be ;)

The hypocrisy is .....you see a Black Police association in the middle of detroit as fine but not a White Police Association... even though the White Policemen are the minority.
