There is no such thing in the US. Your fiance has to go to the embassy and get the affidavit done. $30 and about an hour of your time is all it akes. All he will need is to bring any divorce decrees (if applicable). There is no way around this...i did the research and they will not take anything issued from anywhere other than the US embassy.

Your Fiancee can only get the Legal Capacity in US Embassy Manila ( counter-part yun nung CENOMAR sa tin ). Be there before 10am, ( no phone or drinking water inside your bag ) Be sure to bring ID and your Fiancee's passport. The security guard will direct you which window you will go. There's a number, get a number, your fiancee will give his passport to the lady at the window, they will give you a form to fill up, so better bring ballpoint pen, Know your address, much better if you write the address where your marriage will took place. Pay $30 or peso equivalent amount. There is a little interview too, you and your fiancee. The whole process wont take more than 30 minutes, I suggest you find someone who works in your Municipality, so you don't have to wait 10 days and attend some seminar. It would cost you but worth all the trouble really. ( This is my experience, hope it will help you )
