if at all CSPA applies to the candidate then can a consular officer deny visa to an applicant under CSPA for any other reasons other than age-out?? i mean if everything is right, then does the consular officer still deny the visa to a person merely on the basis of their personal liking???

i have heard from some people that in mumbai embassy, india, even though CSPA applies to a candidate the CO still rejects the visa on no basis whatsoever...does any1 have an experience on it??
