I can't see how they can this work without there being a huge opportunity for fraud....If employers are willing to employ people illegally, how can they be trusted to have integrity when being asked to fill in affidavits to prove employment?

Anyway, looks like a complete overhaul of DHS and USCIS would be needed if this were to take place. Would apparently be on a scale ten times bigger than the 1986 amnesty!

We won't be seeing any immigration reform this year anyway because the house reps refuse to budge on their bill. Just take a look at the infamous public hearings they're holding now.

As to sorting out the mess with the 10 million potential guest workers, you're right that that will require lots of time. But deporting the same number will cause as many problems, plus a bunch of litigation because when the US last tried to deport illegal immigrants at a large scale back in the '50s, many deportees were actually USCs who happened to be of Mexican ancestry.

Plus wait until all of them head into an SSA to apply for an SSN and get credit for their illegal wages.
