Children need to show more respect for authority these days IMO. If the girl did kick the officer in the groin as stated, Im not surprised the taser was used. If she doesnt change her behaviour NOW then in a couple of years she might be doing alot worse things that can get her killed or put in jail.

No, I don't think using a taser on a small child is a reasonable course of action.

Yes, I think the cop is an asswipe for doing it.
