After received NOA2, whats next step? NVC will send letter to the petitioner asking for packet 3 or something?

i searched the forums, but did not see any details about this.

any help will be grateful

Its in the GUIDE section.

NVC will have it then send it to the embassy ( likely manila ) then they will contact your fiance(e) where she will have to get her medical and download packet 3 from the manila website. and send all that in.

I see, what about form I-134? does it go together with packet 3 as well?

Yep, the petitioner has to fill it out and send it to the beneficiary with all the supporting documents ie, paystubs, tax returns, W-2 and letter from employer

ah i see, so those are called packet 3

it is part yes, the beneficiary will have other forms that they have to fill out by themselfs and also have to book and have the medical appointment. most of packet 3 is brought to the interview only some of it is sent in early.

packet 4 is just the interview date.
