Hello everyone. This is my 1st post and I really need some help. On September 9, 2009 the I-129F was approved and on September 14, 2009 the NVC sent the information down to the Consulate Genernal of Guayaquil, Ecuador.

The problem is that my fiance never got a Packet 4 in the mail. I contacted the consulate via this email, IVguayaquil@state.gov, and this is the exact response I received:

Thank you for your message. This office is ready to begin with the final processing of the immigrant visa case for Rosa Alarcon. Please read and follow all the instructions listed in "What to bring to your Immigrant Visa Interview" link located on this Consulate's web site at: http://guayaquil.usconsulate.gov/what_to_b..._interview.html

The visa applicant must download the Packet 4 (PK4). The PK4 is a packet that contains instructions on what documents are required for the visa interview and how to request an appointment through the Visa Information Service (VIS), once you have complied with all the instructions mentioned in it.

We got everything ready for the interview but now when she calls to try to setup the interview they say they don't have our case in their system and to try calling back in two weeks. They told her due to the holidays they still have not received the information from the NVC. That is BS because we don't have any major holidays nor do the Ecuadorian government between those time frames.

Has anyone else experienced this with this consulate? If so, what are the next steps I can take?

Guayaquil has a huge festival during October, which could affect processing at the Consulate in Guayaquil. November 1 and 2 are country-wide holidays in Ecuador. I have no idea if your delay could be related to that, but I thought I'd let you know.

The $12 PIN line for the appointment is, I conclude, chiefly there so that the appointment-setters can earn commissions for how many times they can jerk people around and get them to call back.

Downloading the Packet 4 is a must, because if the consulate mails it at all, it will (1) be an outdated version and (2) arrive weeks late.

The first thing that you must do, before anything else, is to read the "U.S. Consulate in Guayaquil, Ecuador" thread in the Latin American regional subforum. I have bumped that thread to the top, but here is the link: http://www.visajourney.com/forums/index.php?showtopic=110313

Then, also before anything else, read and heed the "Embassy Info" and "Embassy Reviews" (links are both atop every VisaJourney screen). For your sake, believe only the very worst horror stories.

If you have confirmed that the NVC has sent your information to the consulate, and you're still being jerked around by the consulate, call the U.S. Citizen Service line at the consulate (see "Embassy Info" or the consulate's website) and insist on being transferred to an American in the Immigrant Visa Unit. You will get flak, but play the American card: "Are you a U.S. citizen? No? Then you cannot possibly understand the gravity of this situation. Please transfer me to an American in the Immigrant Visa Unit immediately."

At best, amigo, you are in for it. Need I add that both of you must be at the first interview, or the visa will be denied?

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

At best, amigo, you are in for it. Need I add that both of you must be at the first interview, or the visa will be denied?

My dad got married to an Ecuadorian and he was not present for the interview and it got approved. Now that was 5 years ago so has it changed since then?

No one has seemed to know the answer but if anything happens with our case I will let you know. Is your case number on Guayaquil's website yet, on the list "Cases Ready For Interview"? Please keep me updated of any progress on your case as well. This waiting for no good reason is driving me crazy!!

The vice-consul in Guayaquil had yet another visa applicant by the scruff of the neck and was throwing him out of the consulate after a 2-minute non-interview. They tripped over a bottle, from which a genie appeared. The genie said, "Because you are obviously enemies, I will give one of you one wish, and the other will automatically receive double of what the first one wishes for." He pointed to the visa applicant. The applicant promptly said, "I wish to be half-dead." :whistle:

T-Bone, yep, working on it. I have contacted my congressman and our lawyers are calling away bugging the heck out of them. They finally got a response to call on Tuesday (to the VIS), I guess we will see what happens them. Meanwhile I am using the extra time to get as prepared as possible for this interview and to make a little more money ;-)

Negative. I just checked again today and its like they skipped our number. I am starting to go up the chain of command. I will let you know how it ends.

Again, rather than potentially bashing your head against the (consular) wall, go straight to your Congressman's office. Even though the consulates answer to nobody, GYQ may reply, si man. Also, how about creating a timeline here on VJ?

It is the normal business at the consulate. You are not acually taking to the consulate you are speaking to someone that wants you to use all of your minutes so they will tell you that they do not have your file. Just call back again and ask again. They did the samething to us. We called right back after getting another pin and they found our file. We have been thru the interview process and aproved and my fiancee has yet to receive a packet in the mail. When you do get to the interview process be ready to wait for at least 4-5 hours without food or water in a very little room waiting and waiting.
