I just wanted to let anybody who has to go through the Phnom Penh Embassy and gets an RFE. If you have to hand deliver the paperwork between a specific time, make sure you are there plenty early. My Fiance went to turn in our paperwork and she was like the 23 person in line. Of course they only let in the first 20 people in line and told the rest to come back the next day. This would have been good info, since my fiance had to travel 6 hours to get to Phnom Penh, and now has to stay an extra night. Just a little inconvenience, but would have been nice to know. Hope this helps someone else out.
