Sealed Visa Envelope Opened

Hello everyone,

My mom got confused and opened the brown sealed (immigrant) visa envelope (she can’t read English and it wasn’t explained to her at the interview). I'm in the US and from what she tells me the envelope has been opened not at the sealed side, but the other side (I guess it doesn't matter anyway) And from what I’ve read in this forum, I think she is supposed to take the envelope back to the consulate to get it re-sealed. The problem is that my parents live in Iran and the consulate is in Ankara, Turkey. It will be tremendously difficult (or maybe impossible) for them to travel to Turkey again. Does anyone know if the envelope can be mailed back to the consulate instead of being taken back in-person? I can’t find any information on this on consulate’s website.

This just happened yesterday and since the embassy is closed for the weekend I haven't had a chance to call yet. I’m going to try to call them tomorrow (have to get up at 3:00AM!) and see if I can get an answer. Has anyone tried to call the embassy in Ankara to ask questions? I wonder how helpful they are...
