Anti-Graffiti Plan Raises Stakes for Homeowners

Looking to prevent your home from becoming a tagger's canvas? The city of LA has a plan that asks homeowners to pitch in or pay -- whether they want to or not.

All new buildings in Los Angeles -- including homes -- must have anti-graffiti coating under an ordinance approved unanimously by the City Council on Tuesday. Homes in the tagThere is an exception if the owners promise to remove any graffiti on their property soon after it appears.

The ordinance will take effect 30 days after being signed by the mayor.

The anti-graffiti coating must cover the walls and doors from the ground to a height of at least nine feet. The coating is mandated on all buildings, unless owners sign a "Covenant and Agreement Regarding Maintenance of Building (Graffiti Removal)" with the Los Angeles Department of Building and Safety.

Do you know how the paint works? I saw this last night and couldn't determine how it would stop tag paint - I can see how it would prevent it from lasting but not stop it.

Here's one:

The GPA-200 Graffiti Proofer Anti-Stick is a highly fluorinated and extremely durable coating. It utilizes a proprietary fluoro-polyol synthesized by SEI that has the highest concentration of fluorine and the greatest number of reactive sites of any fluorinated system on the market today. These two facts directly impact the coatings anti-stick performance and cross link density. GPA-200 provides unmatched anti-stick, self cleaning, chemical, UV and weathering resistant characteristics. The GPA-200 is the world's first graffiti deterrent coating as many spray paints will simply run off, thus deterring the vandal from continuing. This coating is impervious to UV degradation and it is highly resistant to hydrocarbons, corrosion, graffiti and a wide variety of chemicals. GPA-200 is a solvent based coating that is zero VOC. It is single component and has a pot life of 4-7 hours depending on relative humidity and temperature. The 200 is applied in 1 or 2 coats depending on the porosity of the substrate. Typical coverage rates vary from 100 sq. ft per gal for very pourus surfaces to 350 sq. ft. per gal over metal (based on at 1.5 to 2 Mils DFT). It can be brush, roll or spray applied. Are the drips permanent? Does someone still have to do around and wash them off (because LA isn't really a very rainy place). I can't imagine this paint being environmentally friendly but I imagine those in areas where this graffiti is a problem are going to welcome it - I can't see many residents preferring graffiti over nice clean walls and it is currently costing an arm and a leg for the crews to keep going around and around painting over it.

Do you find the idea controversial? The only other way to stop graffiti is to remove the graffiti 'artists' - I can't see that being a solution at this time.

The coating prevents the paint from having anything to stick to. So, yes, there is cleanng involved, I imagine, removing the "drips", probably some spraying and wiping.

Taggers can be anything from high school punks being a nusiance, to gangs marking their territory. So, I guess it depends where you want to live. No controversy for me, as it is not a problem in my area. Whatever tagging there is, gets cleaned up right away.

Ah, ok, just wondered because there is an attempt in the OP to create controversy because of the fact that the onus is now on the property owner either via using the paint, or clearing it up within seven days. I don't live in that kind of an area either, but the people interviewed yesterday were all for it.

It's kind of weird though, because free speech is sacrosanct but clearly books can be banned willy nilly, just takes a campaign from some outspoken prudes and Bob's your uncle. Very, very odd.

Tagging is trespassing, so not only is it an eyesore, it is a illegal, for good reason: Willful destruction of public/private property.

Anything that discourages the activity is probably worthwhile. I always thought that that when you catch taggers, they should be serving community service time cleaning up the graffiti -- "Helpful Hint: Snitch on your friends (or enemies), and the work will be much easier, than if you have to do it all alone!"
