Passport/Visa Packet??? Fiance in afghanistan.

My fiance is from afghanistan and I am born american citizen. I got engaged with my fiance last august 2008 and I have filed for my fiance in Dec 29th 2008, and finally he finished his interview on July 20th. He was told that he was approved and needs to go to us embassy in kabul to fill his papers and turn in his passport at that embassy, and that embassy will then mail to us embassy in islamabad, and they will stamp the visa on it and return it to the kabul us embassy. I emailed the islamabad embassy and they are saying that they have already mailed the passport/visa packet to the kabul us embassy, but the kabul us embassy are saying they dont have anything for my fiance whenever my fiance goes there or calls regarding his case. I dont know what to do at this point and I dont want it to get delayed anymore. Has anyone had this happened to them before?

When did Islamabad embassy send the visa/passport back to Kabul embassy? It might takes couple of week or so to get it to Kabul embassy due to tight security checks.

They said they mailed it Aug 11 2009 in the email so it has been over 5 weeks already.
