Change of status of widow daughter

My mother filled for my sister when she was married in Feb '04 when she became US citizen in 2003. Since then my sister became widow and now I have to do CoS for the I130 that my mother filled.

So the situation is that my mother who's US Citizen filled for my sister (then married) who's in Nairobi kenya and now a widow, also the application hasn't been approved yet it's still pending and I want to do a COS.

My question is which form should I fill the do the CoS?

There is no form. Your mother or your sister needs to write to USCIS informing them that your sister's status has changed and that she would like to be moved from the F3 category (USC petitioning for a married child) to the F1 category (USC petitioning for an unmarried child).
