My wifes mother who is a PR in US filed for her a couple years back for her to come to the US, but no where in the application process does it ask if you have a file open or anything. Do you think this will be a problem when she goes for an interview? Do they ask during the interview if you have a file open previously?

I believe it is actually in the I-130, isn't it? "Have you been petitioned before?" kind of thing? Read your copies and see what it says.

Has your relative ever been under immigration proceedings?

Only thing is her case is sitting at NVC and waiting for visa availability for or her priority date for when her mom filed. I spoke to NVC operator awhile ago and she told me it wont matter. I can reference it when I send in docs to NVC but it shouldn't be a problem.
