Case transferred back to USCIS from NVC

Timeline

This morning I called up the US Embassy in Malaysia to find out the status of my case since it had recently been upgraded to F1 from F2b and my priority dates are current. The embassy official told me that they have yet to receive my file from the NVC based on my case number and advised me to call NVC to find out what was going on.

I then called the NVC and the automated message stated that my case had been transferred back to USCIS. I spoke to the operator at the NVC and she told me that I need to refer to the USCIS and provided me with a phone number (785-330-1048) that I'm required to use to call the USCIS from outside the US. I called that number but got a message stating the number was no longer in service or something to that effect.

Now I'm in a quandry as to how I may contact the USCIS to find out about my application. Anyone experienced this before? Any information is welcome as I'm worried there may be something wrong.

I got my GC based on an F2B which later converted to an F2A. It took close to 10yrs during which I tried applying for the DV unsuccessfully. My GF who is a first time applicant got selected for DV2015! We're keeping our fingers crossed.
