Question About New I-864: Are W-2s Needed or Not?

I read the new I-864 and found it simpler than the previous one. But I am little confused whether we need to submit W-2s with IRS tax transcripts or not:

From I-864 Instruction on Page 8, Item # 25 (Federal Income Tax Information):

If you provide a photocopy of your tax return(s), you must include a copy of each and every Form W-2 and Form 1099 that relates to your return(s). Do not include copies of these Forms, if you provide an IRS transcript of your return(s) rather thana photocopy.

From I-864 Check List on page 11 (The following itemas myst be submitted with Form I-864:

For ALL Sponsors: A copy of your individual federal income tax return, including W-2s for the most recent tax return, or a statement and/or evidence describing why you were not required to file. Also incluse a copy of each and every Form 1099, schedule, and any other evidence or reported income......

Now the question: Do we need to submit W-2s with IRS transcripts or not?

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

Yes you have to submit both to NVC....

During my interview they asked me to submit the recent W-2s.

I am talking about the new I-864, not the old one that you probably filled out.
