yes i faced the same issue last week, they said they wont give PCC with out actual appointment letter from embassy.

if you are from ahmedabad or can visit ahmd passport office with out any hassle then try to convince them or you can get PCC from police and show them that, that might prompt them to give issue a PCC

I recommend searching for this topic in the Asia: South forum, you will find the answers you are looking for. Myself and others have recently gone through this and were able to sucessfully get the PCC from the Ahmedabad passport office.

If you have other documents ready pls send your DS-230 to the nvc and do not wait for the PCC from passport office. as nvc just wants the PCC from the local police authority.

see let me explain you. with ds 230 send the original birth cirti ,mrge cirti, pcc from local police authority, and 2 visa pic . thats it. and your case will be completed and then you can carry the PCC from the passport office at the time of interview at mumbai.

Would like to add one more thing.. are you in ahmedabad or is it ur wife..

if its ur wife who is trying to get the PCC done then the passport office will first aske her to get ur name added on her passport.

and as far as changing name is concerned pls do not worry at all. as i have already told you the passport office will give the old passport back to ur wife which has her maden name which u have given in the immigration forms. and even in the new passport the passport office will clearly mention that the old passport has been cancelled and returned and will also mention the old passport in herr new passport.

for eg her old passport number was E 123456789. then in her new passport it will be printed that old passport E 123456789 has been cancelled and returned. so all ur wife needs to do is at the time of interview she needs to carry both the passport old as well as new. i hope this has cleard ur doubts.

do not worry at all. go ahead and ask ur wife to chang the name in the passport. as without doing so this ahmedabad passport office wont issue the PCC>

and ya 1 important thing. when you send u the original ppc issued by the police dept pls get 3 colour copy of the same as at the time of pcc from passport office they will ask for original ppc issued by the police dept. so if you have the colour copy all you is go the shahibaug police office and get the copy signed by the inspector and it will be as good as original and the passport office will accept the same. i did the same.
