Does anyone know what they actually DO with the packet 3 papers? Are the more checks performed or do they simply ensure they're filled out and correspond with the info sent from USCIS/NVC?

This is more curiosity than anything else. It seems the more I try to understand this process the more vague and undiscribable it gets.

Absolutely no idea because I sent my packet 3 back with change of address on DS forms. I even put new address on Checklist & they still sent my packet 4 to old address so they obviously hadn't done anything with my forms or updated any info. I had to email them to tell them they got my address wrong!

I don't think they do very much with them aside from check them for completeness maybe.

You don't actually apply for the visa until you turn up for your interview and pay the fee, so I think that's when they do whatever processing they have to do on them.

According to the embassy's website:

http://www.usembassy.org.uk/cons_new/visa/iv/ds2001.html#one

The Embassy will complete all necessary administrative processing of your immigrant visa application. You may be requested to provide additional information if you have incomplete or missing documents.

But I do know that people that are put on AP/AR because of "false name hits" have stated that name checks are done through a quick electronic computerized system on the day of the interview by the consular...so I guess the answer is that some information on the forms is processed prior to the interview and some information is purposely left until the day of the interview.

Visa Journey completed, but we are still here to provide support! :)
